California Land Use Declares War on Suburbia – No Backyards and No Cars

In 2006 California passed Assembly Bill 32 otherwise known as the Global Warming Solutions Act.  The purpose of the bill was to establish long range statewide programs to help reduce greenhouse gas emissions to 1990 levels by the year 2020.  The bill established mandatory caps on numerous sources of greenhouse gas emissions by this year, 2012.

In 2008 California passed Senate Bill 375 known as the Sustainable Communities and Climate Protection Act.  The target of this bill was automobiles and their emissions which according to the statistics used to help pass the bill, constitute up to 30% of all greenhouse gas emissions in the state.  The measure sought ways to reduce the amount of auto emissions using technology along with the reduction of the number of cars and distances people are commuting to and from work.

Using these two measures as their guidelines, state, county and city land planners are looking at ways to bring people closer to jobs and well, just plain closer together.  For example, any new developments in the San Francisco Bay area will have to develop the property with no fewer than twenty housing units per acre.  The current density requirement is no fewer than 4 units per acre.

Instead of single family homes, most of the future development will be duplexes, triplexes, condos and apartments.  Some of the planners are looking at European models such as the way the Swedes live like sardines packed close together in a can.

One of the problems facing land planners is that more and more people have been moving away from the cities out to the suburban areas.  This has led to an increase in the number of automobiles and the distances they are traveling, thus an increase in the amount of auto emissions.

To solve this problem, they are looking at ways to bring people back to the city.  One of the ways they plan to do this is to limit the amount of development in the suburban and rural areas and direct their efforts to redeveloping urban corridors.  By packing people back into downtown housing they hope to eliminate cars and commuting.

Other areas in California will be limited to what they call transit villages which will have a minimum of 30 units per acre.  By 2035, more than two-thirds of regional new housing developments will be condos and apartments.

As I read this report in the Wall Street Journal, I couldn’t help but recall my impressions of New York City when I visited family there when I was a kid.  Tall apartment buildings everywhere and no one had a backyard, a tree to climb, or a car to drive.  They took the subway, busses or taxis everywhere they went.  Their life was reminded me of the ant farm I had back home.  When I looked out of my aunt’s apartment window, everyone down below looked like ants scurrying to and fro.

California wants to become like Sweden and New York City.  As for me, that’s just another reason why I wouldn’t want to live there.

The excuse behind it is the environment they say is unsustainable. I can see everything Obama is doing can be related back to that, for instance his war on fossil fuels. I have been hoping that California would be removed from the equation by a big earth quake but it hasn't happened yet. I will continue to hope....

      I'll sum Agenda21 up for you.

      If you are a government big shot (the bigger, the better) you get to have it all.  If you are not, you get to give it all, and that includes your right to live.  If some red tape machine half the world away decides too many people are "sharing" his air, he'll give an order to wipe out a few million on the other side.  He'll never see the destruction he causes, so it won't bother him.

    Most of the Conservatives are  leaving little by little for other states and it's probably a good thing. I wouldn't want to live like a sardine in a can. CA will come to resemble a concrete jungle and look like an eye sore. I wouldn't want to be living in one of those big high rises if an earth quake hit.

      The problem with Californians is, they are Kalifornians. As for their businesses moving to a state that would appreciate them is, they will eventually want to turn their new state  into another Kalifornia. So from a Texan, I would prefer they take their business elsewhere.

        As a conservative in California, (yes, there are conservatives here) I feel like I'm in an asylum. Common sense died here a long time ago. I agree with you completely southern patriot. I grew up in upstate NY. Rolling hills, dairy farms and quaint little town all scattered about. That's when the nightmare started. All the liberal progressives in NY City, decided to move to the country. Needless to say, the "COUNTRY" no longer exists. Dairy farms are rubble. As for the quiet, quaint little conservative towns, well lets just say the dynamics as well as the politics have changed and not for the better. If I were a Texan, I wouldn't want Californians moving  into my state either.

      About the UN: did you notice that on 9-11 the UN Building was avoided by the terrorists? It should have been a tempting target because of its size and the mass of people inside but the terror pilots gave it a wide berth.

      Some have blamed Bush for it but that looks like a real stretch. Bush had been in office 8 and a fraction months, not nearly enough time to plan the logistics and coordination of all the parties taking part. George Soros looks like the most likely perp.

    I feel sorry for the few sane people that still reside or are stuck  in California.   California would be my last choice of a place to live.  The state has many beautiful resources, however it's all offset by the ugliness of progressives.  I'm afraid that their constant bombardment would be enough to cause me to go postal.

       I recently spent 2 weeks in the San Francisco area.  Northern California cannot be beat for natural beauty and climate.  However, the proud and arrogant smug self-righteous know-it-all attitudes of most of the citizens with their sometimes subtle but in-your-face my-way-or-the-highway Obama loving liberalism made me feel relieved when time came to depart and that kind of oppressiveness lifted.  (How does Michael Savage do it?)  The fools will bankrupt the state soon, so maybe when that finally happens there will be a chance that some kind of reason and intelligence will re-emerge.

If you are "inside", your survival depends on Just In Time Supply (JITS) working just right, 24-7. One hick-up (a strike, power failure, etc.) and your comfort level goes down. If that problem persists, tough to be you!

    ANOTHER reason for us to try to leave this God forsaken state! I hate it here so much...but my husband's job is in LA...We are praying for a transfer to Utah or Georgia...get some nicer neighbors, and less regulations out the butt! I'm going to get the biggest backyard and a big truck, and maybe even a big house as what we paid for a tiny two bedroom house with a kitchen so small, no room for even a table, would get us a 5 BR house in GA. It is ridiculous that there are laws for people to walk around completely naked, but people can't circumsise their no back yards or rural housing? give me a break! I wish they would regulate Nancy Pelosi's plastic surgery...I have yet to see her blink!

      I am a native born, and natural born, Californian.  In the late 1980's I left the SF Bay Area behind, where my family has been based since 1949, in favor of the then rural Sierras.  This first move, reduced the impact of the leftist loonies, but unfortunately.....only for a little while.

      By the early 1990's  I saw this coming, and just after Oct 1996, I left CA for WA State.  Therefore, I am a California expatriot, and PROUD OF IT.

      Not only did I leave California behind, but I moved to the RURAL side of WA, complete with 20 acres, horses, dogs, cats and chickens.  I also own a little F-150 4x4 with a 302 engine, and since I have to haul hay, I think that this is an appropriate vehicle for me.

      YES. Since I do live miles from any major shopping centers, I do have to keep my shopping organized, and limited to 1-2 times a month, one can pay me enough to go back to CA.  No way, no how!

      Their projected, and under construction, "beehive" approach to living only degrades people's self-worth, self-reliance, lowers morality, and promotes violence.  THANKS, BUT...NO THANKS!!

      WA State has its own set of liberal problems, our current governor is to be thanked for this, but... so far, the leftist loonies haven't managed to take over so completely.  Thus, I have hope for the future, for here.

         in our small county in Iowa we live on 10 acres raising ckens also.
        Our neighbor runs an a PLUS cken processing business as well as a small feed store.
        MANY people still want to raise their own ckens for eggs & food, He processed over 50,000 ckens last yr alone.
        BUT now the GOV wants to shut him down.. they are ONLY for BIG CORP cken suppliers  I guess..  the inspector told him last yr that he was retiring because the GOV isn' going to need him next yr .

       I've been to Eastern Europe and this is the norm over there. Concrete tenements flats left over from the old Soviet regime. All identical. If a country goes Communist you get removed from your property.
      The state confiscates it and determines where you live. I know because this happened to my mother's people. They lost their farm.And they were sent to live in the city in the concrete jungle.

    It's so easy to lose your humanity when squeezed into environments as are described in this article; places so devoid of breathing space and nature.  Why are crime rates and generally bad behavior so prevalent in the cities?  People feel threatened in these kinds of places and defensively strike out far too often.  Perhaps they could rename theses bills something like "The Death to Civilization Act of 2012."

    Government "condensed housing" has worked fine for decades.  Just look at the projects in any big city where people are forced to live one atop another.  

    Of course, I'm sure government is taking into consideration the massive unmarried birth rate, unknown fathers, rapes, murders, assaults, drug dealing, and all the other crime living like this promotes.  Having money is no protection when living like this, it just marks you as a target. 

    Of course, you'll never see any of our 'leaders' living in the same conditions.

    The solution, while not simple, is straight forward; adhere to  the 10th Amendment, and let the individual states run their own education, health, housing, social services,  land use,  and other programs with the Federal  Government only in a coordinating position. Then, we will have 50 (57-Obama count) seperate agencies working with several different approaches on just   how programs should be run. Federal, "One size, fits all" programs, seldom ever work, as they are too far removed from knowing what is different, and what is needed  in each state. Similarly, counties should reassume more controls from the states, in that they too know what is best for their citizens. Let us get the "people" back into the process of controlling their own lives, with little as possible, oversight and control from "higher up". True, as the population becomes more "crowded", the more rules we must have to keep the peace, but we should not use "broad-brush" treatments, where local proceedures should prevail.  Also, all "open" Federal lands should immediatley revert back to the states, retaining select  existing National parks such as Yellowstone, Glacier, etc. Supply and demand should dictate housing size and location, within limits of course, with a requirement that all new housing developments be intermixed with small "starter units", for singles and newly-weds, with a minimun of two bedrooms wherin one could be used as a computer room, office or bedroom, as circumstances dictate. These small units should be of the same quality as the larger units, so as to not detract from overall  adjacent property values. Again, supply and demand, should determine the mix and not some broad-brush government edict. And yes, there is lots, lots more---and I am 80 years young and have no desire to run for office. "Let there always be a Liechtenstein", and a Punkin (yes,Punkin) Center, Colorado,  population 5 ( at last count),

    Fits right in with enviro-scientists plans to re-engineer the human body to be midget-sized, therefore reducing our carbon footprints. And people do so well when they're crammed together in small spaces. Just look at Cabrini Green in Chicago (hey, isn't that where Obama is from, sort of??). I just looked out my picture window and counted 90 trees. And even more shrubs. And lots of green grass.     I do not see how the cities will be able to sustain themselves by this form of high density development. How will they make up for the lost tax revenue between apartment buildings and single family homes?  They better have some really good paying jobs in order to attract people that that style of living.  That's throwing the American dream right out the window.

    Geocalorianism IS a religion, because its doctrines are as rigid as those of Islam, and resist any effort at reason. If any scientific fact gets in the way of Geocalorianism, it ignores it and simply goes on its merry way.  And, like all religions, it is so dedicated to its faith, that it wants to force it on everyone else. After all, they sincerely believe that the earth is getting warmer, and they sincerely believe that it is solely due to white couples having more than one baby, so there.

    Back in the old USSR, they built screens that extended out from the building as part of new buildings. These were to keep pieces of building, as they fall off, from killing pedestrians.     You know, if they want people to move back into the city then maybe it might be a good idea to make people WANT to live in the city - obviously the libtards and progressives have never heard the saying that you can "draw more flies with honey than vinegar".  They are trying to do this same sort of crap here in Maryland (though the laws aren't yet so draconian) - get people to move into urban areas and no new housing in rural areas.  But yet much of Baltimore is full of crime and everything that comes with it - drugs, shootings, vacant buildings, etc.  Who on earth wants to live in a place like that?
    Same thing in CA.  I used to live about 50 miles north of LA and worked in N. Hollywood.   I couldn't have stood the thought of living in that sort of urban area, so I resigned myself to having an hour's commute each way every day.  but it was so worth it - I could never live in an urban area, ever.
    The other thing to consider is that these overpopulated urban areas will soon be filled with mostly immigrants from countries  who don't mind living like veal calves.  But what the fools who come up with these laws don't understand is that most Americans don't want to live like that.

Son just got notice in Alameda (Island), CA that no more bar-b-ques outside, cannot smoke tobacco inside or outside(weed wasn't mentioned), no candle burning inside or outside (like dining room candles), and a lot more rules.  Those idiots in CA believe that green gasses are destroying the earth. Germany has proved that green gasses are going to happen no matter what you do. This is all part of our Environmental bla bla and there is not one sign of Scientific proof. It all comes down from Al Gore and his tree hugging minions who have helped to destroy the United States. Manufacturers cleaned up the water-ways and air but that wasn't good enough for Al Gore. So sanctions were slapped on Manufacturers and Industries so they moved their businesses out of the country or went out of business =JOB LOSS. More Communism coming. I smell it.

    I was born in Sacramento, California in 1946. I lived there my whole life, until the age of 62, at which time I left, moved to Texas, because I was sick and tired of living in a state controlled by a pack of COMMUNISTS, er, ah, ... excuse me .....progressives. My children, my grandchildren, and now great grand children are still in California, trapped by a recession, that makes it impossible to scrape up the money to move, and no regular employment to allow them to stay there and prosper.

    For example, shortly after moving to Texas, I received a renewal notice on my Ford F250 pickup truck. California had billed me $694.00 for the renewal. I renewed in Texas for $74.00 and Texas roads and highways are far, far, far superior to California. No state income tax in Texas. I purchased a home in Texas that cost me $87,500.00, a 3 bdrm, 2 bath, 2 car attached garage, on 2 acres, 1551 sq. feet, brick home, just outside the city limits, with, barns, outbuildings, corral, 20 tree fruit orchard and garden area, with a private water well, and no water meter. The utilities here are all "co-op", so they are about half the cost as California. Even with the recession and down housing market, this very same property in California would have cost me at that time about $400,000 to $425,000.00 in California with an annual tax bill of over $5000. My taxes in Texas are now frozen at just under $1100.00, because I am over 65 and retired. California schools rank lower in quality than Texas. Texas is a right to work state, ....NO UNIONS!

    Soon, California will be out of options, as well as already being out of money! They will be forced to go to the FEDS for a bailout. Personally, I hope the feds tell them to go "urinate up a rope"! Until the socialist majority, that make up the California, take positive steps to get there financial house in order, they deserve NO HELP from the taxpayers of other states. What is the nuber one thing California can do to get financially healthy? One thing! Pass a law that says NO STATE AID TO ILLEGAL ALIENS, IN WELFARE, MEDICAL, OR EDUCATIONAL BENEFITS! And VOILA, you would instantly have a California balanced budget!

    Trust me, I live here and you don' want to!  CA is a mess, in every possible way and packing people into sardine cans is not the answer.  Perhaps, if they improved public transportation more than they have they would not have this problem here.  But, nobody wants it in their back yard, so it never passes.  Yes, we do have some, and it has improved over the past 20 years, but many expansion projects were shut down by local folks not wanting a bus, train, or subway near their "quiet" back yard.  Surely, there are better answers than just packing 'em into small, highrise units downtown.  Would you want to live in downtown L.A.?  I work here and trust, me, you don't.
